Notes from the Last Meeting of the Parish Council and Matters of Interest

AUTUMN REPORT OCTOBER 2008
Best Kept Village Competition 2008 As the winner of the Best Community Village 2007, Broadmayne could only enter the Best Kept Village category. The prize giving was held on 24 September and Broadmayne was fourth in the Large Village category and received £50. The village was represented by Cllr Kelvin Jury and the Parish Clerk. If you have any suggestions as to how to use the £50, please inform any councillor or the clerk.

‘Broadmayne Looks Forward’, as most of you will remember, is the title of the follow up of the Broadmayne Parish Plan, and we will keep informing you of the implementation of actions detailed in it as they are taken forward. The most recent are:-

‘The Broadmayne Surgery - Patient Support Group’ has now been formed, and will begin to operate very shortly, with a number of people already committed to providing transport and other ways of helping patients. This has been driven forward by Mr Stan Harland in cooperation with the Practice Manager of the Surgery to whom we give our grateful thanks. If you would like to offer your services in any way, please contact the Surgery (01305 852231 ) for further details.

Old Brickfields Nature Reserve This piece of land has been neglected by the owners, Persimmon (formerly Westbury Homes). After approaches by local residents and the Parish Council, Persimmon has now cut the grass, trimmed back the shrubs along the paths and removed the dilapidated bridge, making it much more pleasant to walk around the copse. Some of the residents of Old Brickfields and Spring Gardens have been thinking about the future of this open space. It appears that Persimmon would like to pass ownership of the land on to a more local organisation so that it can be managed as a facility we can all enjoy. So far this has not been possible and now it is timely to have a meeting to discuss the way forward.

Walks Leaflet Dr Davis, the Parish Paths Officer, and the Parish Clerk are working with Sarah Harbige from the Dorset Area of Outstanding Natural Beauty to produce a leaflet of circular walks. All the walks start from the main village bus stop. The draft routes are being checked by volunteers and Sarah is undertaking research on places and things of interest. Dr Davis and the Parish Clerk are checking the routes at Martinstown, the other village selected.

New Village Seat and Bus Shelter, Knighton Lane Since the last Bulletin both the new village seat and the new bus shelter have been installed and it is hoped that parishioners will make good use of them. Prize money from the 2007 Best Kept and Community Village competitions were used to fund the seat, with the Parish Council paying for its installation. The County Council has given a £1,000 grant towards the cost of the new bus shelter. The shelter will be cleaned on a monthly basis by the contractor who cleans the bus shelter outside the school.

Emergency Planning and Flooding Climate change is affecting the world, and even Broadmayne may not be exempt from its sometimes devastating effects. We have in the village, the basis of an Emergency Plan, but it is out of date and the Parish Council will be considering reviewing it, reflecting the changing criteria, facilities and personnel. The County Council Emergency Planning Department is currently revising its plans, which will be published soon, we hope. They will reflect anticipated problems, particularly regarding flash flooding (which would probably be Broadmayne’s most likely emergency), so we will wait until we have seen this, and then decide how we create our own emergency plan. A store of sandbags will be one of the first priorities. We would be grateful if you think that your property is vulnerable to flooding, that you let the Clerk know.

History Group The Parish Council is supporting the interest shown in the history of the Village by instigating a series of talks on the various aspects of its past. The first was held at the beginning of October, with a talk by Dr Mark Forrest (a parishioner) from the History Centre in Dorchester. It is hoped that more documentation will be able to be created, to capture the Parish’s yesteryears. This may help in our quest to create a Parish Map, which can be funded by the Heritage Lottery Fund, and is a project devised by the local ‘AONB’ (Area of Outstanding Natural Beauty) group, in particular its offshoot, the ‘South Dorset Ridgeway Project’ of which the Parish Council chairman is a member. Broadmayne is geographically within a very important set of ancient burial mounds, which is becoming nationally recognised.

Connecting Dorset is a scheme by which all parish council clerks have a generic e-mail address, so that when the clerk changes the e-mail address stays the same. Funding has been provided from many sources for this to happen not only for parish councils but village halls. The parish clerk is provided with a laptop, colour printer, etc free of charge. In addition West Dorset District Council is providing six parish councils, including Broadmayne, with a free projector so that planning applications can be projected at meetings. The long term aim is that paper copies of planning applications will no longer be sent to the Council. When the equipment is received Broadmayne’s clerk can be contacted at broadmayne@dorsetparishes.gov.uk. This is in addition to contact through Broadmayne’s website.

Website The Broadmayne website has been up and running since 2003. The site is still hosted and any fees are paid for by a local resident as his contribution to the community. Over the last year there have been 21,648 visitors to the site and so far this year there have been 21,453. The majority of our visitors are from America and they are broken down into the following areas. 73.4% of those visitors are from California, so we must have a very large extended family out there. The red telephone box With the advent of mobile phones, these telephone boxes are no longer the provider of local communication for people. The Parish Council has indicated that it would like to keep ours, situated in Chalky Road. It is part of the recognised scenery of the area. BT may not agree with our wishes, but we will have tried!

Planning Applications and Consultations Between June and the end of September, the Parish Council was consulted on 6 planning applications and received 10 consultations, including Waste Management and the Regional Spatial Strategy.
